Less strict limit replaces rule on outdoor noise

Turn the music back up, business owners — the city rule banning amplified outdoor sounds has ended. The City Council unanimously voted Tuesday night to replace the controversial ban with a less strict limit: Outside amplified sound can hit 60 decibels during the day and 55 decibels at night, as measured from the property line. The law matches what homeowners are allowed. Violators will still face a $65 ticket. The revised law will stand for at least six months, during which time a University of South Florida sound engineer will advise the city on noise codes. After that, the council could keep the code or try something else.

Youth group leader receives probation

A former youth group leader accused of sending sexually explicit text messages to a teenage church member pleaded guilty this month and was sentenced to four years of probation. Cecil Wayne Seay, 24, was fired from the 300-member Baypointe church in Holiday after the accusations came to light in March. He had worked at the church full-time for a year. Authorities said the text messages he sent expressed "lustful thoughts" and "his restless desire to be with the victim," who was 14. Seay, of Wesley Chapel, cooperated with investigators and expressed remorse, authorities said. He was initially charged with transmission of harmful materials to a minor but pleaded to a reduced charge of child abuse and was ordered to have no contact with the victim.
